I don't agree because if you use BEDMAS:

1.7+3
4.7

You can do it 2 ways:
(3x2.8)+6.4 ÷ 4
8.4+6.4 ÷4
8.4+ 1.6=
10
or
3x2.8+(6.4 ÷ 4)
3x2.8 1.6
8.4+ 1.6=
10
